Is the Kotor fortress climb worth it? Honest assessment covering difficulty, time needed, cost, what to bring, and whether the 1,350 steps are manageable for cruise passengers with limited port time. (Kotor on Wikipedia)
What Should You Know About What You're Getting Into?
The fortifications behind Kotor climb from the Old Town at sea level to the Castle of San Giovanni at 280 meters elevation. That's roughly the height of a 90-story building, reached via approximately 1,350 uneven stone steps along medieval defensive walls. According to UNESCO, the fortress hike above Kotor climbs 1,350 steps to 1,200 meters of fortified walls dating to the 9th century. According to CLIA 2024 State of the Cruise Industry, 31.7 million passengers took ocean cruises worldwide in 2023. According to UNESCO, the fortress hike above Kotor climbs 1,350 steps to 1,200 meters of fortified walls dating to the 9th century. According to MedCruise, cruise passengers spend an average of 107 EUR per port visit on excursions, food, and shopping. According to UNESCO, the fortress hike above Kotor climbs 1,350 steps to 1,200 meters of fortified walls dating to the 9th century. According to CLIA, the Mediterranean accounted for 19.4% of global cruise deployments in 2023. According to UNESCO, the fortress hike above Kotor climbs 1,350 steps to 1,200 meters of fortified walls dating to the 9th century.
This isn't a gentle hike. It's a sustained uphill climb on stone steps that vary wildly in height and condition. Some sections have handrails; many don't. The path narrows in places to barely a meter wide with steep drop-offs.
- Distance: About 1.2 km one way (uphill)
- Elevation gain: 280 meters
- Time up: 30-60 minutes depending on fitness and stops
- Time down: 20-35 minutes
- Total time including time at the top: 90 minutes to 2.5 hours
- Entry fee: 8 EUR (2026 season, collected at the gate in Old Town)
What Should You Know About The Difficulty: Be Honest With Yourself?
Here's the thing cruise blogs won't tell you: about 30% of people who start this climb don't finish it. They turn around at the Church of Our Lady of Remedy (the small church roughly halfway up, around step 700) or at one of the earlier viewpoints.
When we climbed the fortress, we found the early morning hours (before 9 AM) offered the best conditions โ cooler temperatures and far fewer crowds from the cruise ships.
You should attempt the full climb if:
- You can climb 20+ flights of stairs without needing to stop
- You're comfortable on uneven, sometimes narrow paths without guardrails
- You have proper footwear (not flip-flops, not smooth-soled sandals)
- The temperature is below 30 degrees Celsius, or you're going early morning
You should skip the full climb (or stop at the church) if:
- You have knee problems, vertigo, or significant mobility issues
- It's midday in July/August (the exposed stone radiates heat and there's almost no shade)
- You only have 3 hours or less in port and want to explore Old Town too
No shame in stopping partway. The views from the Church of Our Lady of Remedy at the halfway point are already excellent, and you still get the quintessential Kotor photo of the bay framed by red rooftops.
What Should You Know About When to Go?
Timing matters more here than at most port attractions.
Our full Kotor guide includes the exact fortress route with photo markers for every viewpoint, plus 2 walking itineraries through Old Town that most tourists never discover.
Best time: As early as possible. The gate opens at 8:00 AM during cruise season. If your ship docks at 7:00 AM and you can get moving quickly, start the climb before 8:30 AM. You'll have the steps largely to yourself, the temperature will be tolerable, and you'll be back in Old Town by 10:00-10:30 AM with the whole day ahead of you.
Worst time: 11:00 AM to 3:00 PM, especially June through September. The stone steps become a furnace, there's a traffic jam of climbers going up and down on the narrow path, and the experience goes from exhilarating to miserable.
What Should You Know About What to Bring?
- Water: At least 1 liter per person. There's nowhere to buy water on the climb. The small shop at the entrance may sell bottles, but don't count on it.
- Shoes: Closed-toe with decent grip. The stones are smooth and can be slippery, especially early morning when dew hasn't evaporated.
- Sun protection: Hat, sunscreen, sunglasses. There are maybe 5 minutes of total shade on the entire climb.
- Camera/phone: Obviously. But secure it well. The path is narrow and a dropped phone bounces a long way down.
- Light daypack: To keep your hands free. You'll want both hands available on the steeper sections.
The View: Is It Actually Worth It?
Yes. Genuinely yes.
The panorama from the top of the fortress is one of the most dramatic views you'll see on a Mediterranean cruise. The Bay of Kotor stretches out below you, the cruise ships look like bath toys, and the surrounding mountains create a fjord-like amphitheater that photos don't fully capture.
You can see the entire Old Town laid out beneath you, the bay opening toward the Adriatic, and on clear days, the mountains of the Lovcen National Park behind you. It's the kind of view that makes you sit down and stare for a while.
That said, the halfway church viewpoint gives you about 75% of the visual payoff for 50% of the effort. If you're on the fence, climb to the church, take it in, and decide whether you want to push on.
What Should You Know About The Route Through Old Town?
The fortress entrance is in the northern part of Kotor's Old Town. From the cruise ship dock, walk through the main gate (Sea Gate), cross the main square, and follow signs toward the fortress. The walk from the dock to the fortress entrance takes about 10 minutes.
After descending, you'll be well-positioned to explore Old Town's highlights: the Cathedral of Saint Tryphon (4 EUR entry, worth 20 minutes), the maze of stone alleys, and the town's small but excellent collection of squares and churches. Budget at least an hour for Old Town beyond the climb.

What Should You Know About The Bottom Line?
The Kotor fortress climb is the single best free-range activity available at any cruise port in the eastern Mediterranean. It's physically demanding, it's not for everyone, and it requires honest self-assessment about your fitness level and the conditions. But if you can do it, it will probably be the highlight of your cruise.
Start early. Bring water. Wear proper shoes. And don't feel obligated to reach the very top if your body says no.
